He had held erroneous notions that culture could emanate from a policy document.

Culture is far too fluid to be mandated, but on the other hand, we wouldn’t need written rules if people would do the right thing most of the time…

very cool… (I liked how subtly the prompt word was embedded in the story)… the story was enjoyable as well, but (after I read it) I still went looking for the word…lol (I was playing with permutations of the word mine as well, but could not come up with anything… nicely done)
