I don’t remember a lot about the plots but I remember that catch phrase well. The little kid, Gary Coleman, was funny and I remember he had some kind of condition that kept him small all of his life and I felt bad for him.

The channel I saw it on was HITS TV. Not sure if it airs on your part of the world, or is still around. You may find some clips on YouTube though. A list of episodes is there on Wikipedia.
