Falling step-by-step, one at a time, he felt he had no option but to surrender to gravitational forces. He needed the salary to keep kitchen fires burning, and he did whatever he was asked to do – suspending better judgement and his values.
Temperatures in his township lowered, and he saw everything freezing. What if the waterfall froze midway? Others would have to expend more energy to get the same results – break the ice, thaw it and then pour it back to flow. Meanwhile, they would find other ways of getting the job done.
He was getting close to the answer.

Reena, I agree with a few comments about having difficulty following this one, but have had trouble myself with getting my intentions out in 100 words. However, there are strong moral tensions here which, as other have suggested, may lend this piece more towards a short story.

I like the way you used the rapids metaphor in the first paragraph to illustrate the plummeting of his high standards in the face of his “superior’s” commands.
Perhaps I am missing something, but the rest of the piece left me a little confused. I think it might need a bit more context or specificity as to the circumstances.
But I agree, that this has the ingredients of a bigger piece, where there is room for your writing to spread out.
